Bureaucrats Don't Care
The bureaucrats of the provinces competed with goals for their slave-labour production (the farms had been nationalized, so the farmers could not leave, and were forced to work for the only remaining employer). When harvest-time came, the same bureaucrats over-reported their provinces’ actual production, and sent all the food to the central government, not leaving enough for the farming families to survive.
The bureaucrats didn’t care. They were seeking greater, unearned authority by impressing their “leaders” while evading responsibility for their failures.

Centrally-planned societies differ from free societies because people are forced to pay for the delivery of government-created goods/services. In free economies, you can choose from alternatives that are provided by anyone who asserts their role as a provider. If you don’t like any of the solutions, you can step up yourself to offer something better, while assuming the responsibility to deliver.
Bureaucrats generally evade responsibility to ensure that any results of their action—or inaction—cannot be blamed on them. They have no upside—no incentive—to accept responsibility, whereas self-employed people have a very real incentive of greater wealth and social mobility.
In today’s world, the President of the United States, a quintessential bureaucrat, is preparing the public for food shortages that he thinks will result from sanctions he and the heads of allied governments are imposing upon Russia. That’s right, Biden says food shortages are:
““…going to be real… The price of the sanctions is not just imposed upon Russia. It’s imposed upon an awful lot of countries as well, including European countries and our country as well.””

They are imposing sanctions that will cause food shortages for their own, by imposing them upon Russia. So why impose them? The bureaucrats cannot fathom that the self-imposed nature of their sanctions is irrational, and virtually no one in society calls them out on this. About 800 million people go along with decisions contrary to their interest—even basic survival.
The standard of society is that self-sacrifice is rational. To punish Russia, you should risk starving yourselves. Biden is no different than Mao Zedong, both willing to sacrifice their people to make a point.
